    On August 21, a delegation from the Qiannan Prefecture's Shanghai Office visited Changzhou Jiayuan Chemical Co., Ltd. They held in-depth discussions on the comprehensive utilization of fluorine resources in Qiannan Prefecture, the extension of the fluorine chemical industry chain, the development of new energy materials, and investment cooperation. Representatives from Jiayuan Chemical and its foreign trade team participated in the meeting. Both sides focused on how to leverage the advantages of fluorine resources associated with phosphate mines in Qiannan Prefecture, enhance the comprehensive utilization value of fluorine resources, and promote the implementation of high-value-added fluorine chemical projects.

    Leveraging the advantages of phosphate rock resources, further enhance the comprehensive utilization value of associated fluorine.

    At the exchange meeting, the investment promotion team from the Qiannan Prefecture Office in Shanghai introduced the local industrial base and key investment areas.

    Qiannan Prefecture possesses abundant phosphate resources and has established a relatively complete phosphate chemical industry base. Currently, the proven phosphate reserves in the area are approximately 5 billion tons, with fluorine as a byproduct of about 3.5% of the phosphate rock. Significant phosphate chemical industry clusters have already formed in areas such as Fuquan and Weng'an. Meanwhile, the infrastructure of chemical industrial parks such as the Weng'an Economic Development Zone and the Qiannan High-tech Zone is continuously improving, providing favorable conditions for the further development of the phosphate chemical, fluorine chemical, and new energy industries.

    From the perspective of the industrial chain, fluorine associated with phosphate rock is not only a by-product resource, but also one of the important raw material sources for the development of the fluorochemical industry.

    In the current phosphate chemical production process, if the associated fluorine is mainly used for primary recovery and basic fluorochemical products, its industrial value has not been fully realized. How to further improve the comprehensive recovery and deep processing of fluorine resources, and extend the associated fluorine in phosphate rock from a basic raw material to high-value-added fluorine-containing products, has become a key area of focus for the development of the fluorochemical industry in Qiannan Prefecture.

    This also became an important starting point for the exchange between the two sides.

    Extending the industrial chain from "fluorine recovery" to "fluorine utilization"

    During the meeting, both sides focused on exchanging views regarding the subsequent utilization of fluorine resources in Qiannan Prefecture.

    The region has already established a certain foundation in the fluorochemical industry, with several related enterprises. Anhydrous hydrogen fluoride and electronic-grade hydrofluoric acid have both achieved industrial-scale production capacity. However, in terms of industrial structure, some products are still mainly used as basic raw materials and exported, while there is still considerable room for expansion in downstream high-value-added fluorine-containing products.

    Therefore, improving the comprehensive utilization level of fluorine resources should not only focus on "how much fluorine has been recovered", but also on what products the recovered fluorine ultimately forms, what markets it enters, and how much industrial added value it can create.

    Based on this idea, the two parties explored the possibility of extending from phosphate rock-associated fluorine resources to fine fluorochemicals, new energy fluorine materials, and high-value-added fluorine-containing intermediates.

    According to the current investment promotion plan of Qiannan Prefecture, the local government hopes to focus on introducing fine chemical projects such as fluorine-containing pharmaceuticals and pesticide intermediates to fill the gaps in the existing industrial chain; in the new energy sector, the focus is on fluorine-based electrolyte materials such as lithium hexafluorophosphate and lithium difluorosulfonyl imide , to further synergize with the local iron phosphate, lithium iron phosphate and future solid-state sodium battery industries.

    Jiayuan Fluorochemical's industrial chain is highly complementary to Qiannan's resource advantages.

    As a company that has long been deeply involved in the fluorochemical field, Jiayuan Chemical's products now cover multiple fluorochemical sectors, including fluorite basic raw materials, organic fluorine, inorganic fluorine, electronic specialty gases, nuclear industry supporting materials, and pharmaceutical and pesticide intermediates, and it continues to expand into overseas markets.

    During this exchange, both parties agreed that there is significant complementarity between Jiayuan Chemical's existing business layout and the industrial base of Qiannan Prefecture.

    On the raw material side, the abundant phosphate rock and associated fluorine resources in Qiannan Prefecture can serve as an important fluorine source in addition to traditional fluorite resources, providing new raw material guarantees for subsequent fluorochemical projects.

    On the industrial side, Qiannan Prefecture has already formed industrial clusters such as phosphorus chemicals and new energy materials. If it further develops fluorine-containing intermediates and new energy fluorine materials, it can achieve closer synergy between the phosphorus, fluorine and new energy industries.

    On the market side, Jiayuan Chemical has long been deeply involved in overseas markets and has accumulated considerable experience in international customer development and export channels. This experience can provide opportunities for cooperation in further expanding related products in Russia, Central Asia, and other overseas markets. The meeting minutes also clearly stated that Jiayuan will leverage its overseas channel advantages to provide export matching services for local phosphorus and fluorine chemical companies.

    High value-added projects may become the focus of investment promotion in Qiannan fluorochemical industry.

    Based on the geographical location, raw material conditions, and current industrial status of Qiannan Prefecture, both parties believe that the future development focus of the local fluorochemical industry should not be simply to replicate basic production capacity, but rather to focus more on high value-added, technology-driven, and refined products.

    Especially in the fields of fluorine-containing pharmaceutical and pesticide intermediates, new energy electrolyte materials, electronic chemicals, and some fine fluorine chemical products, the products have a high unit value and a low proportion of transportation costs, making them more suitable for forming a complementary relationship with local phosphate rock associated fluorine resources and existing basic chemical industries.

    Both sides also exchanged views on the industrial cluster layout, and believed that if the phosphorus chemical, fluorine chemical and new energy-related enterprises could form a closer industrial chain collaboration within the park, it would help reduce the cross-regional transportation of raw materials, improve resource utilization efficiency, and further reduce overall production costs.

    From investment promotion and exchange to industrial cooperation

    The visit of the investment promotion team from the Qiannan Prefecture Office in Shanghai has laid a solid foundation for both sides to further understand each other's industrial advantages.

    Next, both sides plan to continue communication regarding project inspections, industrial resource matching, and market channel cooperation. According to the exchange arrangements, the Qiannan Prefecture investment promotion team will also organize relevant fluorochemical companies from Jiangsu Province to conduct on-site inspections in the area to further understand the associated fluorine resources of phosphate mines, the conditions of the chemical industrial park, and the supporting industrial facilities.

    For Jiayuan Chemical, this exchange was not only a project matchmaking event, but also an opportunity to re-examine the value of fluorine associated with phosphate rock from the perspective of the industrial chain.
